Comment on what??  I've read through a full page of this verbose mess and it still hasn't told me exactly what this alleged "cure" is supposed to be.  I fell over with boredom first, so I didn't finish the article.

If bets are being placed, however, count me in on the side of "malarkey".

This sort of snake-oil shitbaggery emerges from the tame mouth pieces of tin-pot third world dictatorships all the time. Only a few weeks ago some loon from Ghana was trumpeting his "cure" for AIDS but of course he refused to release the details of his magic concoction.
