Title: OK, someone explain this one to me

1) Virginia Freezes ADAP Program (http://news.yahoo.com/s/advocate/20110110/ts_advocate/virginia_freezes_adap_program_)

2) yet just yesterday there was an article on the front page of the Washington Post about the Republican governor rolling out a massive agenda due to Virginia being one of the few states that has a budget SURPLUS (http://www.washingtonpost.com/wp-dyn/content/article/2011/01/08/AR2011010804018.html) -- a $403 million surplus.

<sarcasm>why should they pay out 5% of their surplus to fund a program that they're only picking up 10% of the tab anyway? Think of the money they'll save by letting the Feds pay 100% of ADAP - not to mention they'll save all of that sweet, sweet surplus.</sarcasm>

sounds like the VA ASOs, and ADAP clients need to start having rallies, letter-writing campaigns, and making phone calls to see if they can get their legislators to save VA ADAP

wonder if this will cause a reduced FY2012 federal ADAP contribution to the state?

I lived in VA for 30 years.  I left.  You can see the reasons.  Shoulda left much earlier!
