Question regarding risk/PreP

Hello, and first of all thank you for having this site and forums.

I always practice safe sex, and have maybe topped bareback twice in my life, I'm 28. Whenever I bottom I always make sure a condom is used. Yesterday I had a rather unenjoyable hook up, mostly due to my ocd paranoia, which I'm trying to shake with continuous education on HIV and STIs, but I would like to post a question.

Situation-
Yesterday I went to another man's house. This man said he was negative beforehand, though he wasn't necessarily opposed to barebacking, as long as it was with a negative person and also said that he's never had sex with anyone who said they were poz. That ignorant statement did send up a red flag, but I was planning on using a condom anyways.  I never necessarily trust anyone who says they're neg or std free, but it does help I guess when serosorting partners. He sucked me off some and I rimmed him. Then he laid on his stomach, I put a condom on, we used lube, and I started topping him. After a few minutes, if that, we changed positions, and I started thrusting again. I pulled out, and the condom had tore. We both hadn't had that happen before. Then, couldn't tell if it had tore or slipped off, so I thought I put it back on, and we continued for a few more seconds, or a minute, and it had in fact tore. We sat there a few seconds, he had came on his stomach, and he was okay with me going in as long as I wasn't close and pulled out before cumming, so thinking more about how good it would feel, I went back in for maybe ten seconds before pulling out and cumming on his stomach. Of course it's always after the orgasm you fully realize what's transpired.
He again afterwards said he was negative and that "he's never had anything nor does he now." I have the text message from a later conversation. Like I said, I just don't really ever trust statements like that and my paranoia doesn't help either.

Obviously I'm a bit shaken regarding risk factor mostly for HIV transmission. Again I was the top, I'm circumcised, we used lube, he said he was negative, and the topping did not go on for an extend amount of time. But I was just reading about PreP and wondering if it's something I should consider. From what I've read, it sounds like it wouldn't be something for me in this case, but I just wanted to ask for some feedback. Thank you so much for your help here. It's my responsibility to help prevent the spread of something that has plagued our community for too long, and I promise to try harder in the future.

You have had a risk and will need to test at the appropriate time . You can test at 6 weeks past the incident and again at 3 months to confirm the results .

Its rare for a person to go on and test positive after a broken condom incident and PEP isn't usually recommended in a broken condom incident if you are the insertive partner .

Its up to you to decide if you want to pursue PEP but be aware you will need to test for HIV before its initiated and that PEP extends the testing window period to 6 weeks post pep and again at 3 months to confirm the results .
