Now we have a chance, contact your congress person and ask them to vote for the lifting on the ban on Federal Money for Syringe Exchange Programs.

Was published this month on the 23 of September in Lancet.  They say 3 millions Interveneous Drug Users worldwide may have HIV. The estimates, based on studies, it that 1 and 5 IDUs may have HIV,
 http://afp.google.com/article/ALeqM5jVF1jHGnraGyelaqFY8Z0RCRZ6XA

right now 50% of all new HIV cases in Florida are from IDU, my guess is that
it will not be long before the %tage will raise higher and then it will drop because it may be that most of them will have HIV.
Given that 90% of all IDU have one of the Hepatitis, I can see a copy to develope with HIV reaching that group.

Let's see how you guys feel
On Federal Funding Syringe Programs
You can go to the harm reduction coaltion site  http://www.democracyinaction.org/dia/organizations/HRC/campaign.jsp?campaign_KEY=25278

or this other site.
 http://capwiz.com/aac/issues/alert/?alertid=11709611

this act will allow Federal Money to be use in Syringe programs
This website will sent a letter to your Federal Congress Representative, but also if you know others who may be interested helping you can send them the information so they can help too. Please help use win and stop the spread of HIV and Hepatitis.

No matter how good a bill this may be, it's got zero chance of passing in this Congress.  At this point of the legislative cycle your time would be much better spent in trying to elect a President and Congress (especially a filibuster proof Senate) that would be willing to take this issue up in the next Congress and pass it.

Congress is going to pass a bailout bill and adjourn to go campaign.  They aren't going to take up any other bills.  They already punted the budget to next year-- this Congress is done and a new one will come into place next year.  The only reason this Congress will be back after the elction for a lame duck session is if there is a catastrophe.

The most effective thing you can do is voter registration right now.
