There are barriers to care that are not identified by the report and inability of people with HIV/AIDS to stay linked into care:

Overcoming the HIV Treatment Cascade and reducing barriers to care should be a top priority in reducing the spread of HIV and helping people with the disease to live longer, productive lives since they have medications rendering the virus manageable.
