Its an exponential function.
(b)*log(a) is the same as a^b. I think, I should know this off by heart since I did really well in the higher maths. I guess because of HIV's exponential growth dynamics they use this function to express copies/mL? I have no idea but I am guessing this might be true? At any rate if you plug your numbers into the formula you get 10^1.301 which is equal to about 20 copies/mL.
I hope this helps, if I am completely wrong someone please jump in and correct this post!

A log10 value is a different way of counting viral load, where log 1.0 = viral load of 10 copies and log 6.0 = 1 million. - matt
