I'm going to be as in-detail as I possibly can be; I am sorry if it seems gross.
Over a month and a week ago I had protected/unprotected vaginal intercourse with this guy. I say both because we went through a couple condoms, they got dry, then he decided to not use any which means it went from protected to unprotected sex. I was on my period at the time so the tampons may have dried out my area down there. I don't remember that night very well (I know, I made a huge mistake to be drinking in the first place so I now know not do ever do that again) but he says he did not ejaculate inside of me but that it did get into my eye. (Sorry) Of course I asked him if he had anything and he said no which I suppose doesn't mean squat but that he hadn't had sex in about a year and he was tested a year ago before he left Germany (military). (IDK how long he waited to be tested a year ago after his last encounter) He became my boyfriend briefly so I suppose if he knowingly had HIV, he wouldn't have asked me to be his gf and introduced me to his family? Also, I went with him to a therapist meeting and she said hello to me before he went in, she would have his health record, right? He did mention he had unprotected anal sex but he said that was with a girl, but idk I can't say for sure he wasn't on the D/L because he hasn't really had any real relationships, just sex in his life. Idk He had quite a few medications in his bathroom but when I asked he said they were old or anti-depressants. My mind is kind of racing as you can tell and I've done a lot of thinking, maybe some irrational.
I won't mention any symptoms as I have read those don't mean anything and I will go get tested but I just wonder how big a chance that if he DID have HIV, that I would now have it. I realize there's HIV in pre-cum but wouldn't it be less likely I'd get it from that? Does it matter if I were on my period or not? Does it matter that everything was dry down there? Any kind of hopefulness you can give to me while I wait to get tested would be appreciated. Thank you.

The bottom line in all of this is that you need to get tested at 13 weeks. You can do an initial test at 6 weeks if you want to. If you get a negative at 6 weeks then the likelihood is that you will continue to test negative because all but a very small number who seroconvert will do so within 4-6 weeks after an exposure.
All of the details you have thrown into the mix really don't matter much. It's understandable that you're wanting to speculate and come up with a reassuring answer. But it's all guesswork and HIV status can only be answered by a test result. While you're waiting to test you need to make a real effort to turn your attention to other things. It will definitely help the time to pass more easily.
For the future you need to remember that you can have intercourse with anyone you want to, but you need to do it the safer way. That means always without exception using a condom everytime. No exceptions no matter what you think you know about the guy and his history.

I guess what my purpose for asking is.. Is getting HIV from receptive vaginal intercourse without ejaculation common? Is it the semen that needs to get into open sores/cuts or can it be pre-cum? Is there a sufficient amount of HIV in pre-cum? Are there documented cases? I just noticed on this site it does not mention pre-ejaculate as a body fluid that infects but it does say semen.

Precum IS semen hiv can be present in precum. And yes, people have been infected from precum.
You said in your first post that the condoms were getting dry - which is why you should ALWAYS use a water-based lube with them. Read through the condom and lube links in my signature line so you can use them correctly and with confidence. A correctly used condom rarely breaks.

I tested negative at 45 days.
However, I have a question.. People who develop symptoms for HIV.. would that mean they have sero-converted already? Or would you sero-convert after the symptoms have passed?

Your 45 day negative result is a good indicator that you will test negative at 90 days. Almost everyone who seroconverts does so prior to or by the 45 day mark.
Since testing at the appropriate time is the only way to determine one's HIV status we don't discuss symptoms.

...And if you are having symptoms at this point after a negative result at 45 days, then you should be discussing those symptoms with your doctor. It is highly unlikely they have anything to do with HIV.
