From references, it looks like it was in 2007.
Can't find any follow up article(s) anywhere.

I don't know if it is because the article is 5 years old or because the author misrepresented the understanding of HIV, but today it seems clear that both 'theories' the author describes are true, not one or the other.
There are latent cells that carry the virus and there is residual replication going on. With the 'new drugs' the article refers to raltegravir and the like. There have been studies with high doses of those drugs but it was found that residual replication of the virus still occurs.
