I m curious why HIV negative forum members are not allowed to post their messages to any discussion? Would  it cause unsafe environment to others? What harm would it cause?

These forums are for people with HIV, their families, friends, loved ones (i.e., those who support people living with HIV), so to that extent, HIV-negative people post from time to time (in the appropriate forum).

There is no hard, fast rule that disallows such postings, provided the posting is in an appropriate and supportive context.

Indeed forum is open to all however there are section of the forum that are off limits to posters and have different restrictions.

Examples:

Positive Women is only for HIV positive woman.
Long-Term Survivors is only for long term survivors (Pre 1996)
Moderator board is only for moderators
Living with HIV is generally only for people living with HIV
Off-topic is open to everyone but limited to off topic conversations
HIV prevention is the most restricted section so hiv negative people generally post answered by authorised members only.

You have a partner living with HIV so most fitting is "someone I care about" section and "off-topic" if its not hiv/aids related

One of the reasons for restrictions on "living with hiv; is people living with hiv are seeking feedback from people first-hand experiencing and living with the same condition. On a day to day basis we already get if we like it or not hiv negative insights on topics, this however is unique in the sense its people living with hiv as peers.
