This is indeed the case, but you need to learn about Papua New Guinea, it's culture and history to appreciate the situation on the ground there. It is an ancient culture, and in the more isolated areas (pretty much anywhere outside of Port Moresby and a couple of other places) traditional tribal laws and customs prevail.
It is not uncommon for people identified as 'witches' to be killed.
