Interesting question.  I may be wrong, but I think there was a thread not too long ago about the policies that different countries enforce. Have you checked over at GMHC and other organizations about Cuba's?

There is a thread called "travel abroad, can I?" It's either here in Living or in Off Topic.  In one of the responses is given a website that you can look up different countries and see what the travel restrictions for pozzies are.

Yes I know..it doesnt say much about Cuba as visitors coming into the country...so I thought I'd ask you all

I am a fairly frequent visitor to Cuba. I have never had any problems and never so much as been asked my HIV status.

Cuba - like most countries with restrictions on long-term visitors who are HIV-positive (including Iran) - just do not seem bothered about the status of people applying for short-term / tourist visas.

This seems to indicate that, from a legal perspective, you would only encounter problems if you were there for over 90 days -- so tourist travel should be no problem:
