Serbia as a country is a very ancient one with a great cultural inheritage. If you would be interested to find more here is just some of the links :

So why is the state and behaviour towards HIV like it is ?
Some reasons.................

a) We were under the comunist dictator regime of S.Miloshevitch for a 20 years............A lot of affairs , stealing , corupcy..............

b) Social funds were stolen and consumed for a private purposes, and no one was brough to trial for that.

c)We had a very bloody civil war 91-96

d)We suffered a NATO intervention in `99 ( Kosovo is a part of a Serbian territory since XII century.I say there were a lot of our guilt , but you see : The Albanians are not playing fair game.Imagine that you are standing in a line for a ticket and someone is trying to get in front of you but very quietly and slowly.What would you do ? Tell him once , twice ,.......10 times nicely , than yell once , twice .........and than just push him ( not hit him ) out.But for a newcomer you would be a bullie.

e) Criminal is sky high.A mafia gang has even killed our first democratic prime minister Z.Djindjic three years ago.

e.2) We have suffered an UN sanctions for a ten years.Once 10 babies have died because of lack of special oxygen gas which was imported from abroad.
Still we have to have a visa needed for almost any country in the world (Only we and Bosnia).And for visa you have to put more than a 30 documents including ownership to a real estate and substantial money fonds.Otherwise you will not get a visa.
 
f) There is a shortage of supply of medicine drugs , and some of it are a pure SF to us .....(Procrit , PCP nebulizer......last HAART generation ) ,and also a applied technology devices ( CT scan....)

g)We do get a money but no one knows for shure where that money ends

or worse we do not get any money or drugs because our goverment does nor five a damn about HIV (our state healht ministry was in N.Y just at the time when a global HIV conference was held in Oct. but he did not want to be present.Or worse we do not get a money because of quarreling between the officals..........or because we did not srrested our war criminals which has been prosecuted by the Hague tribunal.
And in  two supporting groups , there are kids (neggies ) who automatically direct you to your GP.

h)There is no any kind of medical data protection

i)There is only 3 docs , 22 beds and two shitty toilets and one bathroom for a 1500 HIV+ patients(600 AIDS).These doctors are really dedicated to their work but with low wages.

j)Serbia is one of a leading European countries in cancer patients , as well as consumption of AD (Bensedin)

k)Here, if you have HIV you are automatically a homo-pro of a worst kind or a  IV drug user with a criminal record.

So ,when you put all this together you can get a real picture why a people in Serbia even do not want to breath in a same space with a HIV one and why we all are at the end of a chain.

Thank you, Sacha, for such  precise and fascinating  background information about your country.  And, yes, you're right!  One wonders where has the money that the International Fund allotted to Serbia gone...
