yesterday i masturbate with a man
i touched his penis and then mine
i let out some pre ejaculate fluids
but he didn't
no blood no severe on my hand or penis
is there any risk

Mutual masturbation is not a risk for HIV transmission. Even if precum and ejaculation occur it is STILL NOT a risk. And it's not a risk if his sperm gets on to your penis.
Sexually the risk for HIV transmission between men is through unprotected anal intercourse. It's just that simple. So if you find yourself getting into that, make sure that whoever is the insertive partner is always without exception wearing a latex condom.

if he had pre semen or blood

You've already been told that you did NOT have a risk for hiv infection during mutual masturbation. It doesn't matter if the guy was positive. We base all our answers on the assumption that the person you've had contact with is hiv positive.

but after 3 weeks some spots appear on my handonly one not together

You do not have to wait nine weeks for a test. You don't need to test over this incident as you had NO RISK.
Hiv is a fragile, difficult to transmit virus that is primarily transmitted INSIDE the human body during UNPROTECTED anal or vaginal INTERCOURSE. Masturbation takes place OUTSIDE the body and is NOT a risk for hiv infection.
As long as you've been using condoms for anal or vaginal intercourse, then you don't need to worry about hiv infection.
Whatever the spots were, they had nothing to do with hiv.
You touched another man's penis. Get over it. It's not a risk for hiv infection.

i didnt just touch him
i masturbate him for 4 minutes and more
if he had pre semen and transfer them to my penis

I understand that you masturbated him and that you're worried you got his cum or precum on your own penis. This is NOT a risk for hiv infection. Not one person has EVER been infected this way and you won't be the first, I promise.
If you're worried about a rash or anything else going on with your body, see a doctor. It has NOTHING to do with hiv. You had NO RISK.

sorry to reply again
but 4 weeks passed and now i have problem on my neck
seems my nose throws something on my neck which caused
inflammation of a phalanx which i read is a symptom of hiv
you told me that i didnt have a risk with pre semen on my top of my penis
and i dont have to be tested
but i cant let it go
the doctor gave me antibiotics for tha phalanx but after 3 days still tha problem remain
i am really scared i have 8 weeks still untill the end of window period
but i have already destroy my life with my wife

Please re-read your entire thread.
If you feel unwell, see your doctor again. Whatever is going on has nothing to do with hiv as you had no risk.
Dump the guilt. This is NOT an hiv situation.
If you continue to post about this NO RISK incident, you will be given a time out.
