Tell him to contact Aids Healthcare Foundation or other HIV groups and see if he qualifies for Ryan White or any other programs.
Pray God you can cope
I know you have a little life in you yet.
I know you have a lot of strength left.

local ASO
local HIV doctor/clinic
his own doctor/clinic
local Ryan White office (which could be any of the above)
state Ryan White office
his pharmacy

any of those agencies/people should know where to direct you friend as he is certainly not out of the ordinary of PLWH who have to find other access to medication and health care. Luckily the Ryan White Care Act is there to help ;)

there is one caveat: if your friend earns too much, and isn't eligible for state or federal assistance, they may have to purchase their own medications or simply purchase an ACA insurance policy to get drug and physician coverage. Luckily  "Obamacare" is there to help :)

if your friend earns too little there may be an opportunity to apply for Medicaid Expansion - IF that has been accepted in your state
