Having HIV has no bearing on qualifying for a green card, effective as of Jan. 2010. link

GMHC in NYC assists clients to obtain green cards, work authorizations, asylum and citizenship.

http://www.gmhc.org/get-support/stay-healthy/legal-services

legal@gmhc.org or call 212.367.1134

If NYC as a location isn't relevant your friend could still contact them for a legal organization/referral in another US city.
