Title: Scholarship in Germany with HIV?

I was awared with a scholarship to study a master in Germany. When I was doing the mandatory tests for the health certificate (a must to make the scholarship award official) I found I was HIV positive... Now I wonder if the scholarship will become null if I send the results. I'm from Central America and asyntomatic

Who asks for the health certificate?  The source of the grant?  German immigration? The German university?

Before issuing a residence permit, the foreigners' authorities in some federal states demand that persons entering Germany from certain countries provide a health certificate indicating HIV infection or cases of tuberculosis.

It does not say which German states require this.  It does not say if HIV+ status is disqualifying..  It might be they need to know, but might still give the residence permit. 

IF you want to be honest, and submit a factual health certificate, and if you are afraid it will disqualify you, perhaps you could contact DAAD anonymously to ask the question about whether or not HIV+ status is disqualifying???

If you don't want to risk that, or don't know how to contact, I guess I could give it a try for you....  I'm a professor in Europe so I could just ask them for the info, say I'm inquiring on behalf of a student, and see if I get an answer.  Let me know...

Oh! Would you ask them for me? Please and thank you very much! I'm almost hopeless and don't know what to do. The scholarship is to study in Stuttgart for a period of 24 months starting in this september. Thank you vey much again!

I have no idea. Im in Switzerland, not Germany, and I never heard of this program. But I'll email them to see what I can get out of them.
Did some institution in your country play the middleman for the grant? Or did you get it through direct contact with DAAD.  Or did your Stuttgart institution get the grant for you?

I read before that Bavaria require foreigner that want to stay longer than 3 months, must produce an HIV negative certificate.

Yes I believe that is the issue - what is the individual State's (in Germany) regulation on the visa.  Note that the OP will study in citystate (Stadkreis) that is not Bavaria, so should inquire what the regulation is for that city.

Any Germans (or others) here familiar with these rules might well contact the OP via PM with information....

Daad is a good scholarship as far as I knew. I believe HIV testing requirements are coming from the state/country.

I am personally happy HIV mandatory testing requirements for Green Card processing here in USA is not required any longer.

To OP, it is unfortunate that we HIVers still face these types of discrimination
around the world. You have worked hard to get the scholarship. I am sure you had to go through a lot of competition to get it. I hope everything works out for you because you deserve it! Good luck.

I have a friend who went to do his post-graduate work in Berlin, and on a scholoarship, and he's HIV+, though he's been positive for ~15 years and never had to go on medication so perhaps that helped if Germany is screening people not for HIV per se but what kind of burden they would place on taxpayer provided healthcare.

Well Berlin is not one of the states that require HIV testing so that may have been the reason. OP, I'd be interested to know what happens to your study permit or scholarship. Do keep us posted!

Don't worry. Germany is not allowed to reject You to study here because You're poz. Its not a problem -or go to the German press otherwise- It would be a big scandal here.
Stuttgart is the capital of Baden-Würtemberg, not Bavaria- Thank god :) Bavaria is not Germany- they think that they are something special in the world :) Not to take that serious  at all. Baden- Württemberg has a prime minister from the Green Party- They are ultra-über liberal.

Germany just wants to know if You're poz for the statistics. You are registered in the Robert-Koch-Institut in Berlin. It's due to the public health system. They want to know everything about You and how much Your meds will cost the taxpayers.

In Germany Bavaria (Bayern, Munich), Saxony and New Brandemburg will require an HIV test to get a resident permit.

Dear EstAle and Mecch,

I have the same problem like EstAle but this time I got a DAAD PhD scholarship grant and I am HIV+. Do you have any news or updates with regard to your case? I also want to know and learn. I do not want to lose this scholarship that I have worked hard for. I will be going to Lower Saxony. I hope I don't get to be tested for HIV. Thank you guys.
