Over the last 3 years I at my doctors advice have received intermittent FMLA paperwork for my job and had him fill it out. This time around I've had to call our employee help line to have them send the paper work out to me since my company has done away with a in house HR rep. I've called twice and have not received the paper work. Can a employer refuse to allow you obtain this paper work?

How about asking if there is a way you can get the forms online? That way it shows you're willing to self-serve. They'll either enable you to log in or help you out (hopefully).
