Retirement in Spain / (or possibly Portugal) and HIV meds

Hi, I am looking to retire next year sometime and preferably in Spain. My understanding you can buy health insurance from a Spanish insurance company and there are no pre-existing conditions taken into account. That sounds too good to be true. Does anyone else know for sure? Also, I know Spain provides free HIV meds to citizens. Are there programs for others that are residents, but not citizens? Even if it's discounted it would be fine. If you're from the US you aren't allowed to import your medication from the US either, so there goes maintaining medicare for the purpose of meds.
Is there any updates on this topic of the past couple years? Are there agencies or organizations in Spain (or Europe in General) that can provide information to me? $3,800 a month is not something I can fit into my retirement budget. Any help would be greatly appreciated.
