Risk oral and blood exposure

Good morning everyone and thank you for the service you provide.
This is my question. I performed oral sex on a man without ejaculation.
I had some cracks on my lip. Before this operation he was wearing a condom which I removed (because he had not reached orgasm) but in which I realized that some prespermatic liquid had probably been created which I cleaned before inserting the penis into my mouth. What risk did I run for HIV transmission?
The boy in question is diabetic so he pricks his finger two times a day to measure his blood sugar but it has never happened that he did it right around intercourse. I'm afraid I took a risk if he touched my clitoris and some wound opened on his finger.

Read your post three times. Essentially, you had no HIV risk, Relax and move on with your life. 

Regarding the blowjob, the mouth generally lacks a route for HIV to infect. Also, saliva neutralises HIV by damaging the receptors needed to infect human cells. Giving a blowjob is such a minute HIV risk that it doesn't warrant testing outside the standard yearly screening.

Touching your clit isn't an HIV risk either regardless of cuts, small wounds or scratches etc he might have had on his fingers.

Here's what you need to know to avoid HIV infection:
Use condoms for anal or vaginal intercourse, correctly and consistently, every time, no exceptions. Consider talking to your health care provider about taking PrEP going forward as an additional layer of HIV protection.

Keep in mind that some sexual practices which may be described as ‘safe’ in terms of HIV transmission might still pose a risk for transmission of other STI's, so please do get fully tested regularly and at least yearly for all STI's including but not limited to HIV and test more frequently if unprotected intercourse occurs

Also, note that it is possible to have an STI and show no signs or symptoms and the only way of knowing is by testing.

I'm back...
I had to end a relationship that was based on many lies... this brought the earth under my feet and fueled anxieties.
I took a self test dating back to the beginning of January for some situations related to oral sex that came out negative.
Since then I have met that person four more times until the end of March. I don't know if these episodes can be at risk. I probably need reassurance.
We always used condoms at my insistence. He wasn't familiar with it because he didn't use them (I don't know if only within his previous marriage).
My retrospective anxiety makes me doubt that maybe he didn't notice a possible breakup (particularly in the three/four times he ejaculated internally).
Another moment concerns the oral sex I performed on him (in which I practically only licked the shaft of the penis up to the frenulum without sucking and without ejaculation).
Last issue: a small wound on his lip that I noticed after he performed oral sex on me.

Excellent! That is the best way to make sure you're not at risk for HIV

None of those things were risks. Any anxieties you are having are just that, anxieties.

Don't have unprotected anal/vaginal sex and don't share injection needles.
Test yearly and consider PrEP.
