Hiya, so the condom broke during penetrating, it's an HIV risk that warrants testing.

As for PEP it's your choice, PEP is highly effective in preventing HIV when started within 72 hours of a potential exposure. However, plenty of clinics/doctors will no longer prescribe it once 48 hours have passed, so if you want PEP go to the clinic ASAP.

Should you start PEP, test to confirm your HIV status six weeks after finishing PEP with a blood draw (lab) HIV antibody test. A non-reactive result at that time would rarely change, and retesting at three months is generally unnecessary.
