Well despite scientific (?) justification where some wrote how circumcision was able to prevent HIV I didn't get it...

Swaziland: U.S. Circumcision Funds Termed an Error
NYTimes

By SHARON LaFRANIERE
Published: October 14, 2006
The United States Agency for International Development mistakenly financed a program in Swaziland that promoted circumcision to prevent the spread of H.I.V., a spokesman said. The spokesman, David Snider, said the Family Life Association of Swaziland received about $150,000 in agency funds last year and circumcised 328 men. Financial support has not been renewed this year. He said the agency’s policy is not to finance circumcisions until results are in from two major American-financed studies into whether male circumcision helps to prevent H.I.V. transmission. World Health Organization experts are also awaiting the results of those studies before deciding whether to recommend circumcision as a way to fight AIDS.

Some study in South Africa, if I recall correctly, pointed to higher rates of infection among uncircumsized men during unprotected sex. You'd think advocation for condoms would be ahead of chopping some skin, but, oh well.

Seems like a reasonable policy to me.  We don't need to be funding circumcisions (if done solely to protect against HIV), yet.  They need to look into this issue more before (the ever scientific-fad chasing) organizations start running over there, desperately trying to circumcize every boy in sight.

What worried me from the beginning was what was the agenda of the scientist. Yes newt explained it to me but it didn't make sense. As well as the fact the US has a strong christian agenda. Every few pages in the holy book has god asking for foreskin. Gee was there a connection?
