May I Use The "F" Word?

Dear Forum Friends,

I had the opportunity to sit in on a conference call this morning.  The speakers were the 9 California EMA's and the outlook of our future healthcare and services, in terms of funding, is not good.  So not I can be the second Forum member to say the "F" word in our new home.  F

The Bush Administration, the GAO and Congress has yet to define what "Core" services means and the drafting of the RWCA Reauthorization can begin in as little as 2 weeks or 2 months.  "Core" Services are required to receive 75% of the funding in all states.  It is not clear as of this morning if Case Management is a "Core" service, they are using undefined language such as "Medical Case Management" which will affect the funding amounts of Title I and Title II grants.

With the time frame limitations on this bill, it is not possible to get a lot of support from Boards of Supervisors, Planning Counsils or any organization which requires an "Action" item and related discussion.  They do not have the time to include such items on the Agendas and act before the bill is written.

Now we are up to the final opportunity to be heard, our 11,600 + or - members are 309 as of the Forums format change. (7:13 PM, May, 31, 2006 PST).  If we are going to maintain any level of quality and care for ourselves, it is on us to act as individuals.

Our local EMA is only planning a funding budget for 1 year (instead of the usual 2) in our Funding Allocation Working Group, with an emphasis on a transition to very limited services after this Fiscal Year year is completed.  I will be sitting in on an updated Fiscal Agent report next Monday morning.

Ladies and Gentlemen, if you have HIV and live in the United States, this is bad news.

We can contact our representatives(and I did)but you know and I know stronger measures are in order. We have to decide when we have had enough...I have been around a long time and I am beginning to think it is now. I have not felt anything like this in a long time,not since we protested the outrages of Viet Nam. I for one am ready to ACT UP and I think fuck is completely appropriate.

Well my love, there could be a few reasons..As of late, there doesn't seem to be much to talk about or folks are tired of hearing the same stuff different day. Or unlike myself, they have lives and do fun things. Or some have just faded into the background and prefers to watch...
