I have two questions, please.

What countries have restrictions on allowing HIV+ people into their country to live on a permanent basis? I saw a very long list which described in detail what each countries restrictions were, if any.

Also, if you are a dual citizen, lets say American and British for example, and one country restricts you from entering a certain country and the other doesn't can you go anyway? I have dual citizenship, but the United States does not permit its citizens to visit Cuba, but my other country has no restriction on visiting Cuba. Can I go?

You can go to Cuba using your non-US passport (not assuming that HIV+ people are allowed, I haven't checked), but ALWAYS use your US passport to re-enter the USA.

US law is very clear:  if you are a US citizen, there are restrictions, and there is no play for having dual citizenship.  If the US government finds that you have been to Cuba without the proper permission, things will get very ugly.

Thanks for the complement of information redhot, it is clear, also that if you go to Cuba you cannot go to the consulate to seek help if there is a problem. You'd go to Cuba as your other citizenship, not as an American. You have to balance the risks explained by redhot when you prepare to go. There are thousands of American citizens that go to Cuba for vacation, but they know the risk.

my understanding of the us/cuba thing is you are allowed to visit if on a recognised programme/mission eg church/charity so that is one possible way of getting a 'working holiday'

i do know of people who have managed to get away with flying from canada and having the cuban officials not stamp their passport but i wouldnt want to count on it...

im not sure that fidel is particularly gay/poz friendly so i for one would not be volunteering any such info...  i went to cuba about 13 years ago and definitely intending to go back at some point as it was lovely, but im not gonna tell them about my lurgy

to go to Cuba, for example, you would have to go to Mexico, Canada or the Dominican Republic, and get a flight to Cuba from there.  Absolutely, do not even bring your US passport with you to Cuba. 
Milker is absolutely right, I know many people who have been to Cuba. 
I have to wait for Fidel to die before I go, or my family will disowe me.....lol...got to love my Cuban side of the family...

Currently I believe Canada only allows people with HIV to immigrate to Canada if they are refugees or marrying Canadian citizens.  I can't say that I disagree with this policy.  Until my country is able to provide acceptable services to it's own PWA population there is no sense in adding to the problem by bringing in others.
