Ryan White assistance in Georgia
« on: May 18, 2014, 06:56:49 pm »
Is anyone familiar with the guidelines in Georgia? My doctor said not to worry about coinsurance cost because Ryan White could cover gaps in the deductible. I have an appointment tomorrow and wanted to see if there was an option of premium assistance with coverage through my employer.

As of now,  I can only afford the basic coverage.  That means outside of my HIV related treatment I might as well be uninsured. Being able to upgrade to the premium plan would actually allow me to see other doctors if necessary. (ie; dermatologist)
Anyone in Georgia who can fill me in? I've read the guidelines but they are fairly confusing.

I was on Ryan White. Then got an Obama care plan that covered most.  There are some hoops but just stick with your ASO.

Thanks gadawg. I recently filed for HICP which should help cover some premiums. Hopefully it will go through.

Well my application for HICP has been in limbo for two months. I have a $1500 deductible and my last visit wiped out my health fund of $200. I go back in September for labs and a follow up so we will see if I have to foot the whole bill. I'd have to put it on a credit card if so.

Why is your HICP in "limbo"?  I would be on the phone everyday until they either approved or denied, because waiting for two months for a HICP decision is unacceptable.

I've been in contact with my doctor's office about every two weeks, but haven't heard. I was told to expect a wait. The person who submitted my application assured me that she has emailed the state office and would let me know asap. Not sure who else I could call.

It shouldn't take two+ months for approval of HICP-eligibility in any state.  I would begin making calls to find out why the state hasn't already processed your application and to make sure they actually received it.

Ryan White Office
137 Peachtree Street S.W.
Atlanta, GA 30303
Main Line: 404-612-8285
Email address: rwhiteprogram@fultoncountyga.gov

Someone at ^^^that^^^office should be able help get answers for you, or minimally direct you to the appropriate contact.

As a condition of Ryan White funding award, Georgia is required to participate in a clinical management program.  Here are a couple of their many goals:

Goal 2: Improve efficiency of the Georgia AIDS Drug Assistance Program (ADAP
).

•2.b.Increase the percentage of new Georgia ADAP applicants placed on the waiting list or denied for ADAP services within two weeks of ADAP receiving a complete application to 95% or greater.

Goal 3: Improve efficiency of the Georgia Healthcare Insurance Continuation Program (HICP).
Objectives include:

•3.a.Increase the percentage of active HICP clients recertifying before the 6 month due date to prevent delays in payments for health insurance premiums to 95% or greater.
•3.b.Increase the percentage of correctly completed new HICP applications submitted to HICP to 95% or greater

I called that number but it was for Fulton county Ryan White office. I was given a number for the person who is the community coordinator for the state 404-657-3127. She said to call after 9am.

It took me 7 weeks just to be screened for Ryan White Part B in the state where I live.  Originally, the appointment was going to take 10 weeks until I began making phone calls, and "suddenly" a sooner appointment came available.  In another state I lived, it only took 7 days.

Unfortunately, I am personally aware of organizational dysfunction that can occur in the administration of some states Ryan White Care grants.  Ryan White grants were originated to reduce barriers to health care for those with HIV/AIDS and some states have forgotten that premise, yet wonder why such a high percentage of those living with HIV/AIDS fall out of care.   When faced with ridiculous waits, I make it a point to find out who coordinates the states specific Ryan White Care grant I'm applying and gently remind them of the reason their job was created.

Georgia has a longitudinal administration structure which makes it difficult to find the contact number of specific community program specialists which is why I provided the Fulton County contact who could provide better guidance.

I hope by your personally contacting them, you can get a quicker resolution to your application.

Great to hear.  I would call and leave a message everyday until you receive a response.  I would make it a point to explain to them how them delaying processing your Ryan White Part B application is/will cause you financial hardship and is creating a barrier to you receiving medication and medical care.  Explain to them you shouldn't have to choose between paying rent or paying for medications you can't afford without Ryan White Part B/ADAP assistance.  Keep us updated.

I finally spoke with someone today. I was informed that due to the fact that I'm on an employer sponsored group policy and my premiums were payroll deducted that they did not have a way to assist with premiums. They can reimburse anyone for premiums. My only option would be to choose not to elect for insurance through work during the next open enrollment and to go with an aca plan.

Not good news because now I'm paying for a plan that I really can't afford. Live and learn I suppose.

Yeah, they cannot directly reimburse you for insurance premiums, rather, they would have to send direct payments.  Did they commit to assisting you with medication co-pays?  If you met means-tested eligibility requirements, I don't see any reason they wouldn't.  There is also patient co-pay assistance programs available through the drug manufacturers and patient assistance programs available for those who aren't Medicaid/Medicare or ADAP-eligible.
