I swear I just took this picture in the park outside my hospital...this person surely doesn't have a driver's license, or is not reproducing...!!

Well being an experienced cocker and its application.  I can see that this application is extremely excessive in its size as potentially  becoming a trip hazard because of  the disproportionate size of the crack the applicator was trying to fill with his cocking job.  Certainly an OSHA code violation 1128.225 (Trip hazzard).  "Cock should be evenly distributed and smoothed as to enhance appearances and ease of movement across a surface." ;)
