High stress; I really need advisement

My apologies but I didn't know where to post this.  I am a victim of a break-in, twice this month (the 10th and 20th).  The first time was forced entry through the back door.  My laptop was taken.

The second time, the intruder boldly scaled up the front of the building into my bathroom window.  When I report this to my landlord, I don't get empathy or concern, I'm insulted and disrespected; "Are you sure you didn't lose your keys?  I'm very suspicious of this."  "Who are you showing your things to?"

Among the numerous items stolen the second time were my meds.  The back door was repaired two days after the first break-in.  No repairs or replacement of my locks have been made (they stole a bag with my spare keys) this second time, and I am completely disregarded by the landlord.

The police and evidence technician say its an inside job, possibly an addict that the landlord has provided a unit to and that I have grounds for release.  I have a section 8 voucher and it requires the landlord to sign a release paper, which he refuses to do unless I pay him $200 and another month's rent. 

There is lack of security that led to these thefts, and the landlord is liable.  I'm getting the runaround from everywhere.  I've reached out to the Housing Authority, tenant/landlord associations, HUD, and the local alderman but to no results.  I mainly want the housing authority to know that a landlord is providing an unsafe building while collecting federal money.

At this point, I'm exhausted but don't want to be forced to stay on a lease with a sleazeball landlord such as this.  I also don't want to be treated unfairly.  My neighbor across the hall from me was burglarized back in July.  He said the landlord was kind to him and even offered to get a cleaning lady to assist.  The one thing I was able to do was get a claim form mailed to me to file a discrimination case with the Fair Housing Equal Opportunity division of HUD. 

Does this sound like grounds for legal suit based on pain & suffering?  Damages?  Stress?  I've been trying to get this out of my mind, but every time I need to leave my apartment and return, I'm traumatized.  I turn 51 on Halloween and this is a hell of a birthday!

I wish I could help with info or advice on your technical questions but alas no.

I just wanted to say I am very very sorry to hear of these events and completely understand the human side of it.  Of course its pain, suffering, stress and of course its a lot of damages... 

Invasion of one's home is bad enough,  >:( >:( but twice,  :'( and now quadrupled with a loss of security going forward, it's just incredibly traumatic. 

I hope you find security again soon.  And want to wish you a Happy Birthday, although it seems misplaced since you're suffering and can't be all that happy these days.  :-[ :-[
