The government organization may only act if there is a ground in the law for this action. A citizen who cannot agree with a government decision in which he is directly involved, can go in appeal by an administrative court. At this moment the citizen can only make use from this right if the government decision is laid down in a document. But what to do if the citizen has damage from a government action? At this moment, the citizen can write than to government to complain about it and the answer from government is seen as a written decision. But is a lot of cases the government organization has no ground in the law for making this decision. In the thesis is a looked at the possibilities to find a solution for this legal contradicting which is in accord with the constitutional law and the human rights of the citizens.

I lived in Thailand from 2000 to 2005 so I feel qualified to give you advice.
Please understand (because mostly I going to give you negative advice), I love Thailand, would go back there tomorrow if I had the money.
First, don't do it just so that you can 'pay for your meds'. Yes, there are some very good HIV doctors, you find them then the meds don't cost a lot. Unfortunately, same like here, same like Holland, many doctors just don't know. I was living in Krabi when I was diagnosed, they did not have a clue, had to come back to Australia to get proper medical advice and treatment.
Second, even if you do get a job, expect to get ripped-off. Is simple, there are a lot of good people in Thailand but there are some bad ones, same here, same Holland. Problem is, if they good people then they don't care whether you are Thai or Farang (anyone not from Thailand) so they don't look for you, they just look for the best person for the job. If they bad people then they look for Farang just so they can rip you off, they look for you.
Third, is very difficult for Farang to get Thai citizenship - got to be able to speak and write Thai. If you not Thai is a bit difficult to live there. Got to renew your visa every so often, means a trip to the border. If you have work-visa then you can own a motorbike/car. No work-visa cannot 'own'. Sure, can buy, must be in Thai National's name (is that Thai one of the good ones???????). As a Farang you cannot own land, again you can buy but got to be in thew name of a Thai National.
Fourth, so you reckon that you set-up a company to get over these problems? Can do, only problem is that majority ownership must be Thai nationals and must be minimum of 5 shareholders = 49% you, 51% Thai = you and 4 Thai nationals. You reckon that you can find 4 good Thais? Is possible but are you going to risk your money on that possibility?
Sorry to be so negative, just how I find living in Thailand. As I said before, if I could then I would go back there tomorrow.

If you look for work in tourism the best you can do is contact tour operators in your or neighboring countries and ask if they send people over there as reps or if this is handled through their local agent. You could then ask for the contact address etc of these local agents and apply with them. Otherwise you could be a language teacher (mostly English , TOEFL mostly required) or contact NGO's who send people there. Tweak your resume, now it looks rather boastful, concentrate on real useful experience more than studies and credentials. The jobs you look for require at most a BA.
Visa situation is a little tricky but not impossible. (see thaivisa.com ) Bad people and rip offs : depends on your social skills, luck, karma; I lived in TH for 12 years, never really lost money I didnt want to give away in the first place. The cutural and economical differences with the west are huge though, just act as a nice guest and they wil treat you that way. Good Luck.
