It is more plausible, IMHO that English is not his first language and it is possible that he is using a translator.

Somehow I find that hard to believe since he has divulged on numerous occasions that he is a longtime resident of Saint Louis, MO which doesn't look to be all that diversified by the numbers.

Wrong.  As someone who has actually taught ESOL (and who speaks several languages) I can guarantee you that he is not a speaker of anything other than nonsense.

bah, english is not my first language (you can note this easily by reading me), but hell, Even my posts are more readable than his posts.

I directly pass on his threads and posts, I have a hard time trying to decipher them.
