Having HIV has no bearing on qualifying for a green card, effective as of Jan. 2010. link (http://www.nydailynews.com/new-york/citizenship-now/immigration-hiv-aids-longer-bar-green-card-article-1.1352794)
GMHC in NYC assists clients to obtain green cards, work authorizations, asylum and citizenship.

legal@gmhc.org or call 212.367.1134
If NYC as a location isn't relevant your friend could still contact them for a legal organization/referral in another US city.
