If one views the video closely, anyone can see it's premeditated. She was looking around to see if any witness around before she moved close to the dumpster and then did the heinous deed. Then even after walking away, she was still looking around. This is NOT the actions of a distraught person.

She MUST be punished but I believe she will now regret the hate actions against her that will follow her. Maybe she has a grudge against the cat's family. If her motives were random, then she is seriously mentally unbalanced and must be put in a mental dumpster.   >:(
