Looks as though we can now, get a dental plan. I received this in my email today, I will have to look into this a little more, seeing that I will lose my dental plan through work at the end of the year,.. but this looks great, and looks affordable:

That's good news.  We know dental health is connected to total health.  Hell, we are told to have our pet's teeth cleaned, saying it will extend their lives. 

I will let my best friend, who lives with us, know about this.  He is a veteran.  And, he needs it.  He hasn't been getting his cleaned and it shows.

While I don't have clients like Bettina, I do have a handful of friends in my local LTS support group who access care through the VA (which, by the way, by all accounts provides very excellent HIV care here in Philadelphia). I'll be sure to mention this at our next meeting in a couple of weeks.

While I am enrolled in the VA - I haven't used it as I use the insurance I have from work and go to UM.... The VA only has the one hospital (which is near UM) - but no local clinics....

And, last time I was enrolled - a year later they disenrolled me, because based on my priority level for access, my income was over the limit....

I don't want to start getting care there and then the same thing occur all over again - so while I am enrolled - it is more as a "back-up" plan for me.

Good to know they are now providing dental care access. I have a DMO - dental plan through work, so I use that - We also have a dental clinic at the college for our dental hygiene students - so, I can go there to get cleanings should I choose - but there is usually a wait list for it - even for employees (and that is with 49 chairs available!).

The thought has occurred to go to VA though, at times, as I have heard that they give out the good meds   ;)

I started going to the VA 2 years ago, after 15 years of Medicaid and/or Medicare (and 12+ years totally uninsured).  I've gotten care from the best and worst clinics available with those kinds of insurance, or lack of.  The care I'm getting from the VA is far better than anything I've ever gotten, anywhere else.  If you can hook into it, you really owe it to yourself.  Plus, you've earned it.
If you are a veteran (Army, Navy, Air Force, Marine) who served on active duty, and your discharge is not dishonorable (no brig, no AWOL) you should apply (google VONAPP).  If you have bad paper, you can try to get your discharge upgraded (through VA).  They are fairly forgiving.
Your priority will be based on income and degree of disability, and often changes once you are in the system.  Right now, priority determines how much your out-of-pocket expenses are.  Meds are $9 each and there is a co-pay for visits, but no monthly premium.  Out-of-pockets are capped at $1000 per year.  All of this is waived if your VA docs determine that you are catastrophically ill, or if you are low income.
Once you're in the system, you arrange to see your primary care team.  Tell them that you're HIV+ and they will refer you to the ID clinic, usually at the Med Center.  Then you're set.  According to my primary doc, in order to maintain your eligibility, you only have to show up for your primary care appointment once a year, although the website (va.gov) says something different.  ID appointments will be on another schedule. 
The dental thing isn't really new, but they have been pushing it a little harder recently.  Basically, it is available if your ID doc determines that it is necessary for your overall health.  You have to be referred.  The other way it is available is if you have a service-connected total and permanent rating.
VA healthcare is very similar to the healthcare you got when you were in the service.  It is the kind of "single-payer" government-run healthcare that so many are terrified of.  But you will be cared for by multiple teams of health professionals whose goal is not just to keep you from getting sick (or sicker), but to get you healthy.
For me personally, it has meant a 50% increase in my CD4 count, my wasting symptoms have all but disappeared (though I still can't gain back any weight), and my cholesterol is under control, down from stroke and heart attack levels.  I feel better now than I have in 20 years.  And I thank the VA.  Just my 2 cents.
 edited to add:  The program Ray linked to IS new.  It is an outside dental plan that would pay for non-VA dentists.  So, cool!  Thanks, Ray!

From what I understand is that the VA doesn't dis-enroll anyone once you have successfully enrolled.  The only way you can be dis-enrolled is if you request it in writing, and who would do that?  Well perhaps someone might to qualify for Obamacare subsidies, but even that is pushing it.. because all you have to do is not see a VA doc for so long and you'd even qualify for that.   From what I understand, the VA won't dis-enroll once you've enrolled, even if your income goes above the applicable limits.  They probably just dropped you to Priority group 8c.  I find it hard to believe they would deny you access after being enrolled and especially if you were already receiving treatment.  Taken from www.va.gov:

Priority Group 8
...
Veterans eligible for enrollment: Nonservice-connected and:
    Subpriority c: Enrolled as January 16, 2003, and who remained enrolled since that date and/ or placed in this subpriority due to changed eligibility status
    Subpriority d: Enrolled on or after June 15, 2009 whose income exceeds the current VA National Income Thresholds or VA National Geographic Income Thresholds by 10% or less

I mean, even someone who doesn't qualify and is not enrolled can receive care, but only for SC conditions.

I believe all FDA approved HIV meds are on the VA's formulary.  Only like $9/mo too unless you are 50% SC, then all free.

Also waived based on how disabled you are.  e.g. no doc co-pays if >0% SC and if 50% or higher, meds are all free.

Another helpful hint, just request that your ID doc become your primary care physician.  This reduces the overall number of appointments you need to make, reduces your co-pay from $50 to $15 (if applicable), and you don't have to wait as long for an appointment since you are out of the long cow lines that everyone else has to go through to see the mainstream PC teams.  You can call the ID doc's office (or sub-specially) directly to make your appointment.

You won't be dis-enrolled if you don't make an appointment.  But ugly things will happen if you don't schedule them on time, e.g. your refills will run out, also if you need to go to the ER at a non-VA hospital without seeing a VA doc in the last 2 years, good luck getting them to pay for it, additionally, you might have to have to do another entrance appointment at your VA med center after a certain period, etc.   But you won't be dis-enrolled out of the VA healthcare system.

I pay $8.00 for all medications, and have no doctor/specialist  co-pays.  I get annual vision, plus I managed to get free hearing aids. The VA must really think I am disabled. although I don't get my glasses through the VA, I believe I can probably get the next pair through them.

But yes, when I enrolled, I told them I was HIV positive, with an AIDS diagnosis. My t-cells were still pretty low back then.

Also when I enrolled in November of 2009, I informed them that I would have no healthcare insurance effective January 1, 2010. 

One more thing, I should have received my annual questionnaire about now from the VA, but I haven't got it yet.  Wonder if ACA has something to do with that.  :-\

So far, I haven't had to pay for anything, except my $ 8.00 copay. I believe my cat rating is #5

I've been treated very well  !

I also received some material in the mail about this. If you use a non-VA hospital, you need to notify the VA, within, 72 hours, of going to the emergency room, or being admitted.

I will have to look for the letter, and the exact language.

I have no problem not seeing a VA doctor.  My primary sees me twice a year ( every 6 months,) and the ID doctor sees me once every 4 months.

And fortunately renewing my meds, has never been a problem, They are very insistent on making sure that I don't run out ! They've been great!

Hey Phil, I know for a fact that my income wouldn't disqualify me form getting VA benefits, or at least I hope not  ???

I applied for them a few months back and I'm still waiting for my approval letter

and I'm keeping my fingers crossed and watching my mail box

they got to be way better than the BCBS that I currently have now

so I'm hopeful

Hey Dennis,

That's great news Dennis  8)    !!! I am also in cat #5, but because of my income, my meds are $8.00 a piece.  However, my income will drop after I retire, which may qualify me for zero dollars in co-pays.  I will have to look into that as time goes on.


You REALLY need to follow through on this ( get enrolled), and get a primary care provider, and an ID provider, and get appointments set up with both. Do you have a VA hospital close by you, or a VA clinic close by.

I use the VA hospital ( about 20 miles away ) for my ID doctor, and my VA clinic, is just a mile up the road from me, for my primary care.

You can make appointments for your Primary care, If you need to, you can walk into the clinic, if you believe you need immediate attention, you may have a little wait,  but someone will see you.



Once your HIV status is established, things move along very quickly. Don't hesitate with providing any health issues or concerns, to your provider, so you can get everything into motion, and get the wheels turning. The VA is the nations largest provider for HIV care.

For me there was an orientation process @ the VA hospital.  This lasted about 2 hours.  At this time, all the medications you take are noted.  In fact, I think I was asked to bring in, all my bottles of medications, for them to check, at the orientation. I just brought them all in a bag.


During the orientation, blood is drawn. A complete STD was done, along with HEP tests. I believe Metabolic panel, blood chemistry were also done.



They schedule these orientations with about 15 to 20 people per room. ( Ed also attended with me, and watched from the sidelines, and was very impressed, at how smoothly things went.) He always goes with me to most of my appointments, and has met my primary care and my ID doctor.


I have a dermatology Appt, set up for for Friday 11/29. In fact, I will be there 12 hours from now.

I also have two blood draws scheduled 3 days apart. One at the VA hospital on 12/9 ( non fasting), and one at the clinic on 12/12 ( fasting) . 

I need to get these labs a little more organized, so I am I can get these tests all done at the same time, with less arm puncture.


As I mentioned earlier, once you are completely enrolled ( and it's easier, and quicker than it sounds), you can start getting all your medication mailed to you.


My meds are shipped via US Post Office, on a 3 month supply basis, and I never had issues, with delivery or refills.  If you have zero refills left, you can do an automated call to have them refill another supply.

And most important of all, ENROLL in the Healthe vet website:

Once you are enrolled in the website you can get a Premier account, and your entire medical history will be available for you to download, ( through the "Blue Button") anytime you want. You can private message your care provider, with questions or issues, and get an immediate response, through the healthE vet site.

You can also check the site, or phone call in to see if meds have been shipped, and on what date they were mailed/filled.

You will have to go through a one time,  Authentication process, to view all your medical history. This can be accomplished through the VA ( Release of information), and it may be available now to get authenticated through the clinic. It takes all of 15 minutes to complete.

I'm still waiting for my VA- approval letter, Bob my otherhalf applied too, but he had them about 20 yrs. ago, and he thinks his my not still be active as he hasn't used them when he got them way back in 93 or 95 ......

we both make too much (to get a VA Pension) the cut-off for that starts at around 12K to 15K a yr. and we don't have any service-related-disabilities

I'm not sure how it will all work out, were both on Medicare, but not Medicaid, ( we both make too much) and we both have a medicare supplement that pays the 20% of the 80% that Medicare won't cover

I should have applied for VA-benefits way back in 84/85 more than 26 yrs ago when I got out of the navy, but at the time, I already had a good job  w/ my county Govt. and great health benefits w/ Kaiser Permanente back in CA until I went on SSDI in 98

but ya know it just never occurred to me at the time...


I can't wait to them so that we both can start using them together, we HATE the UNM county hospital here in ABQ, they aren't very good, but we've had them for the last 10 yrs. now

Dennis--It shouldn't take that long to hear back from the VA on this one.  It is mostly automated.  Did you apply online?  Or did you go the paper route?  (And if you went the paper route, did you send it by certified mail?  VA is notorious for losing paper.  Oops, I meant "misfiling....")

I applied directly at the VA hospital. The woman sitting on the other side of the glass window,( and there were probably 15 or 20 of these glass windows)  took my DD-214 at that point, and drivers license, copy of previous year wage and tax statement  Copied, and said I would I would receive a letter, but also stated that according to the info I provided, I would be immediately approved.

I also had my picture taken at this point, and was told the VA card would arrive in the mail in about two weeks, so the process was pretty fast.

If they asked Bob for his DD-214, it looks as though it's getting finalized, you can still take this info directly down to the VA with the letter you received.  Might cut some time out Dennis.

Myself, I like dealing with someone, sitting directly across from me. I am still quite sure you can apply at the VA hospital.

By the way, I just received the annual Means Test in the mail this past Friday. Took all of 10 minutes to fill out, and that's back in the mail. They were running late on this one.

Normally, I get this in the first week of November.

ok, here is what happened, after I called that number

I spoke with a person, and after we verified ( who I was)

some how, I recorded my income incorrectly on the original app.  so i was denied

w/ a letter pending  :-[

they had down that I made 65K a yr. and that my rank

was a 70 yr. old  LT.Commander in the Navy.........LOL we both had a laugh about that one  ;D  so the very nice lady found the right DD-214's on file and who I really was  :)

so , I had to fill out a 10EZR and re-send it via on-line to them

Well, I don't know how to do that, so I'm off to the VA-Hospital ,here in ABQ

I'm sure they can help, I'm bringing DD-214's, income, and a completed

10EZR as per the VA's request

I'm Apporved,  I went to the VA-hospital here in ABQ

and it took about an hour, as I had brought everything

with me DD-214's proof of income and such

it's official, I'm now a priority 5, co-pays $8 or less

and I'm now in-the-VA healthcare system

now all I have to do now is wait for my appointment

via mail, and it will be the blood fasting draw and the orintation appointment along with the  1st doc visit ( they told me to bring all Meds and any health records)

in about 2 weeks out, I'll get all the info, for now they told me to just use you Drivers License for ID

they couldn't make me an ID-card due to the PC being down, but if the PC is fix on that day they'll make me a VA Pictuer ID

FANTASTIC DENNIS  !! I am glad for you !

It sounds as though, they continue to do things the way they did in 2009, when I enrolled. That's great news !!

As I mentioned earlier, when you get your notices to go to orientation, you get your primary care and ID doctors, set up.

My advice, always ask questions  if you are unsure of something. There is a possibility that you may get your first meds through the VA pharmacy, but after that, they will ask to mail them to you.

I get a bill, mailed to me from the VA around the 7th of each month.  $ 8:00 Meds !   :)   This will all be explained to you in the orientation. you can pay by check, or pay using the pay.gov website listed below. I can help you with that if you decide to use it. It's easy ! !

Good luck to you, let us know when you get orientation scheduled. I want to hear everything !  ;)     Once your fully involved in the system, it gets easier to navigate through the system.

The VA I go to has a Ryan white coordinator ( on site) You may want to ask about this also. And see if that VA works the same way.  If so, you will meet with her/him on one of your appointments.

Appointment cards are blue cards that are mailed to you. this will have your time of appointment, and location listed, or you can check the Healthe vet site to see what future appointments are being made for you.

I don't want to fill your head with too much right now  :P  , Bob should be able to go with you to the orientation, and also to your appointments, if you want that. Ed goes to most appointments with me.

Anything I may miss in conversation, ( whether it was at orientation, or when I am with the doctor) Ed will remember, so he has been very helpful to me, throughout this entire process, and Ed doesn't hesitate to ask questions as well, should I forget something.

That's really important,...Once they go through all your health records, and the care that you've received, for different issues that you may have had, it makes it easier for them to start referring you to other specialists, should the need arise.

So, for example, if you have gastro intestinal issues, they could refer to a Gastroenterologist.

If you need to get an eye exam, you will get referred by your primary care.

They will take good care of you !


In the last 4 years since I've been enrolled, I've had 68 different appointments scheduled to date. These include, labs, follow up to labs, primary care, and the labs associated with primary care and follow up. Vision exams, colonoscopy, MRI, echo cardiograms, ECG, dermatology exams, Audiology exams and follow up,  Stress tests, nutritionists appointments,....

They way I look at it is this, they can check me over all they want,.. if it keeps me healthy, go for it.

It was a little tough at times juggling all these within my work schedule, but it was well worth it.

Outstanding, Dennis!  I predict you'll be very happy with your VA care!
Now, you should register on myhealthevet.  You'll get a basic level account at first, but when you go to orientation you can get the account verified, and upgrade to a premium account.  That will be explained better when you open the account.
With the premium account you can order med refills, download lab results, and communicate directly with your ID team and your primary care team, which comes in very handy from time to time.  Just be aware that anything you say in an e-mail on myhealtevet to anyone, becomes a permanent part of your medical record, so be polite or see a tantrum follow you around forever!  Many vets don't find that out until they order a copy of their medical records.
You and Bob should each get an account.  For privacy reasons, you can't share one (of course).
Don't kick yourself for not signing up back in the 80's.  I've tried it, it hurts, and it doesn't accomplish anything, LOL!  VA had a very bad reputation back then, but things have changed.  It really is the best HIV care in the world.  And it is our little secret, for better or worse.  It can turn things around for you, though.
One last thing; if there is any question at all in your mind about whether you were infected while on active duty, PM me.

I dragged bob outta bed this morning and took him down to the VA-Hospital

in the pouring down SNOW & ICE   LOL!  damm it was cold, but they sure had some good coffee At the info desk while we waited for the benefits cage to open........LOL

to get him verified and into the system, he's now a  priority 5, co-pays $8 or less

and he's now in-the-VA healthcare system  ( he thanks me and all of you guys for the info & help)

you guys provided us, we even got our picture ID-cards today, but they will come in the mail

today the PC wasn't down and they were taking pics for ID-cards

we did the myhealthevet website on Monday so we both have our own accounts

This is good news, but before you get too excited, be aware that the coverage--even under the most expensive plan--is fairly limited.

I entered my zip code and found that the least expensive coverage, the Standard Plan, costs $12.90/month and pays out a maximum of $500 a year. After netting out the cost of premiums, the maximum benefit payable each year is $345.20. You'd probably come out ahead if all you need is a cleaning every 6 months and x-rays once a year.

The Enhanced Plan ($19.65/month) covers additional procedures and has a maximum annual payout of $1,000.

The Comprehensive Plan ($35.21/month) adds in more procedures and has a maximum annual payout of $1,500.

here in New Mexico it's provided by (DOH) ( New Mexico Dept of Health)

but you have to be enrolled into Access & Ryan White thur the (NMAS)

Local ABQ Dentist Offices, and it's FREE OF CHARGE, and doesn't cost a dime
