Advice about my exposure, please

I have 24 hours left of my 72-hour PEP window...and I'd like some advice/reassurance/insight, as I'm unsure as to whether I have been at risk for infection.

Two nights ago, I had a one night stand with a guy whom I found out afterwards is HIV+. I do not know his viral load nor if he is on proper medication. Here's what happened:

-unprotected oral sex, both ways
-quite a deal of vigorous fingering, receptive
-quite a deal of frottage, receptive

I am 95% sure there was no penetration, as I was adamant on not having unprotected sex. However, he did rub his penis around the outside of my anus a lot...and it could have slipped in a tiny bit. I would have certainly known had it gone in any further, but I'm still very concerned about precum and the membranes/vessels in the outer portion of the anus. It's also worth mentioning that there was no ejaculation from either of us. Upon leaving in the morning, I discovered some anti-viral medication in his flat. At first, I wasn't concerned, as we didn't have penetrative sex, but over the course of the next 24 hours, I noticed a cold sore in my mouth and bit of blood when wiping post-bowel movement. The latter of which has really concerned me.

I went to A&E in the UK, and they said I don't qualify for NHS PEP because they consider my exposure to be low risk. I left feeling reassured but have since second-guessed and decided that I want to still go on PEP just in case. I am now home for Christmas in the USA, and am planning to go to an Emergency Room tomorrow for consultation.

1) Do any of you believe I was at risk for infection? And is that risk high enough that I should go on PEP?

2) I'm unfamiliar with how to properly get PEP in the USA, as I've been living in the UK for quite some time. Where can I go to walk in and get a prescription for PEP? Can I assume that all hospitals are able to give it to me?

3) I'm only here for a few days and want to start my course of medication in the USA and then finish it in the UK. Is this something that's possible?

4) As I do not have medical insurance in the USA, how much can I expect to pay for consultation, prescription and the PEP medication itself?

You did not have a risk for HIV so there s no need for pep .

There have been no fewer than three separate serodiscordant couples studies (where one person is HIV positive, the other negative.) These couples were tracked for three. five and ten years. The couples used condoms for penetrative vaginal and anal sex, but NO BARRIER at all for oral sex. Any kind of oral sex.

These studies yielded NO infections.

Fingering and frottage is not a risk so you can now move on and get past this .

ALTHOUGH YOU DO NOT NEED HIV TESTING AT THIS TIME for this incident , anyone who is sexually active should be having a full sexual health care check-up, including but not limited to hiv testing, at least once a year and more often if unprotected intercourse occurs.

If you aren't already having regular, routine check-ups, now is the time to start. As long as you make sure condoms are being used for intercourse, you can fully expect your routine hiv tests to return with negative results.

Don't forget to always get checked for all the other sexually transmitted infections as well, because they are MUCH easier to transmit than HIV. Some of the other STDs can be present with no obvious symptoms, so the only way to know for sure is to test.

Use condoms for anal or vaginal intercourse, correctly and consistently, and you will avoid HIV infection. It really is that simple!

Are you certain that there is no risk even if there could have been a sore on the outside/right inside the anus that his precum had contact with?

HIV is really a fragile virus that becomes instantly damaged when exposed to oxygen and slight changes in temperature and PH levels outside the human body . HIV is simply not transmitted in the manner you are concerned about . If HIV was that infectious the world would be in big trouble .

Use condoms every time for vaginal and anal sex and you will avoid HIV . If you had a risk I would not hesitate to tell you, but thankfully you did not .
